Пермский государственный технический университет - Perm Staatliche Technische Universität или Permer Staatliche Technische Universität?

И нужно ли в немецком варианте "государственный технический" писать с большой буквы?

"Permer" нравится меньше, но грамматически тоже правильно.

Staatliche Technische Universität Perm.
И все с большой буквы.
